City Leaders Arrested for Licensing Flop

Seattle's Acting Mayor and Water Superintendent find themselves on the wrong side of their own municipal ordinances.

The story, cleaned up

A cleaned-up reading of the newspaper page: spelling and layout repaired, one story lifted off a crowded page. It follows the original closely but it is not a transcription. The original page is below; read it if a detail matters.

Acting Mayor Leander Miller and Superintendent of Water Works Robert Calligan, two pillars of the reform administration, are under arrest for violation of a city ordinance. It is not a serious misdemeanor for which they are held, however. Both are draymen and have a number of teams. They have neglected to take out licenses for some of their teams, it is alleged, and Detective caught them yesterday. They were released upon their own recognizances.

The spectacle of city officials being arrested for failing to follow the very licensing and administrative rules they enforce is a timeless Seattle tradition. It highlights the often-blurred lines between private business interests and public governance in a boomtown culture.
