The Cascades of Disparity

Federal engineers reveal that Washington state's infrastructure projects receive only a fraction of the funding allocated to Oregon.

The story, cleaned up

A cleaned-up reading of the newspaper page: spelling and layout repaired, one story lifted off a crowded page. It follows the original closely but it is not a transcription. The original page is below; read it if a detail matters.

The secretary of the treasury has sent to congress estimates for the improvement of rivers and harbors amounting to $3,415,000. The total of the estimates for the Pacific Northwest is $1,797,030, of which only $389,850 are allotted to the state of Washington, while Oregon is favored with recommendations for appropriations aggregating $1,023,000. Following is a list of the engineer's estimates of the money that could be profitably expended in river and harbor improvements in Washington: Olympia harbor $150,000; Gray's harbor and Chehalis river $100,000; Snohomish slough $87,000; Snagboat work in Puget sound rivers $25,000; Willapa river and harbor $13,500; Cowlitz river $3,000; Nasel river $1,500. Total $389,850. The engineer's report closes a lengthy account of the expenditure of $43,000 in the improvement of the Columbia at Rock island and Priest rapids with this sarcastic sentence: 'The result would have rendered navigation safe had there been any navigation.'

“The result would have rendered navigation safe had there been any navigation.”

The perennial struggle for regional infrastructure funding feels hauntingly familiar to anyone following modern Washington state political debates. Just as in 1893, the allocation of federal dollars between states and counties remains a lightning rod for civic frustration.
