City Hall's Stolen Warrants
Nine hundred and ninety-nine blank city warrants vanish, raising fears of a massive forgery scheme involving city officials.
Nine hundred and ninety-nine blank city warrants have been stolen from the city clerk's office in the Tacoma City Hall, and it is assumed that the McCain brothers, Francis D. and John, and their accomplices are the officers behind it. The stolen warrants are of the series K, and are numbered from 1,750 to 2,749. As warrants are, as a rule, never drawn for amounts below $100, it is possible that the warrant forgers have raised $100,000 on forged warrants. Thus far only four warrants have been discovered, and the numbers on them had been changed from the series to the 6,000 series. Owing to the fact that but few of the warrants handled by the forgers have turned up here, it is surmised that the bulk of the forgeries have been worked off in the East at a discount. Assistant City Clerk F. D. McCain and his brother John were held today in $10,000 bonds each and remanded to jail.
“Of course McCain's crookedness has been known for a long time, I have secured investigations from time to time, but he has retained.”
Public finance transparency has always been a struggle for Washington cities. While the mechanisms of forgery are digital today, the concern over 'insider' graft at City Hall remains a perennial civic friction point.
