City Hall vs. The Legislature: A Fight for Local Control

An editorial challenges the legality of the Washington Territorial Legislature appointing members to the Seattle City Council.

The story, cleaned up

A cleaned-up reading of the newspaper page: spelling and layout repaired, one story lifted off a crowded page. It follows the original closely but it is not a transcription. The original page is below; read it if a detail matters.

The recent act of the legislature in adding two members to the City Council and appointing two gentlemen to those positions until the next election is, so far as the latter portion is concerned, so serious in its nature and consequences that it demands the deliberate consideration of every citizen. The writer of this has no objection to the persons appointed, but deems their appointment null and void. It is the asserted right of members of the legislature to elect or appoint the officers of this city that we object to. If the legislature can appoint two, it could amend the charter to appoint them all, and thus the idea of local self-government would be forever gone.

“The state may mould local institutions according to its views of policy or expediency, but local government is a matter of absolute right, and the state cannot take it away.”

This 1883 editorial highlights a perennial tension in Seattle politics: the push-pull between the city's self-determination and the state's oversight. While the specific legal mechanisms have shifted, the debate over how much power Olympia should wield over Seattle's municipal governance remains a staple of local civic discourse.
