This incident highlights the harsh criminalization of survival poverty in early 20th-century Washington, where the desperation to keep warm during a cold snap resulted in a month behind bars. Today, Tacoma struggles with similar tensions between survival and municipal order, though the stakes of 'theft' for basic warmth remain a resonant civic failure.
