The Spokane Relief Scandal
Accusations emerge that funds meant for fire victims were diverted to municipal infrastructure projects.
The odorous muddle over the disposition of the goods and funds sent to Spokane Falls for the relief of the sufferers from the great fire still drags along in the courts. The relief committees in the various places to which relief has been sent should publish a report of the disposition of the funds so generously and heartily given by a sympathetic public. The Spokane affair was a disgrace, and now it is stated that much of the money sent to Ellensburgh for the relief of sufferers was applied to the improvement of the streets, the clearing of private lots, and the purchase of a fire engine, and that Ellensburgh’s donation to Spokane, which was vigorously heralded through the newspapers, came from this fund.

Public trust remains a fragile commodity in the aftermath of disaster. Just as the Herald demanded transparency regarding relief funds in 1889, contemporary communities often face the same anxieties when major donations are funneled through municipal bureaucracies rather than directly to victims.
