Victory for Pacific Trade: Livestock Embargo Lifted

After an intense local lobbying campaign, the President has overruled Treasury officials to allow livestock exports from the Pacific coast.

The story, cleaned up

A cleaned-up reading of the newspaper page: spelling and layout repaired, one story lifted off a crowded page. It follows the original closely but it is not a transcription. The original page is below; read it if a detail matters.

It will be seen by reference to the telegraphic dispatches we publish today that the President has overruled the decision of the Acting Secretary of the Treasury and has ordered a repeal of the order that prevented the export of live stock from the Pacific coast. It will be joyful news to the farmers of Oregon and Washington. Our people are under great obligations to the government officials of Olympia for the part they have taken in calling the special attention of the President to the oppressive character of the order. It is evident that a disposition existed in the Treasury Department to retaliate upon this Territory for the people's refusal to endorse their favorite, Collector Victor Smith. But for the active and efficient interference of our officials, this unnecessary and oppressive order would not have been rescinded.

“The decision of the Secretary would be over-ruled by the President, and it is very gratifying that our prediction has so soon been realized.”

This 1863 struggle over federal trade restrictions mirrors the perpetual push-and-pull between Olympia's local economic interests and distant federal administrative power. Just as then, local leaders today often find themselves maneuvering around bureaucratic bottlenecks to keep regional industries—like agriculture and timber—alive.
