City Council Faces Backlash Over Civil Service Repeal
Tacoma’s city council attempts to dismantle the civil service system in favor of the old patronage 'spoils' system, sparking an immediate call for voter registration and reform.
If anything were needed to show the necessity for the recall of the commission plan of government, it was furnished by the city council last night in its action declaring in favor of abolishing the civil service and returning to the spoils system of conducting the city departments. That the action was taken in direct opposition to the known will of the people is evident from the fact that the men who voted for the spoils system are all hold-overs excepting Lynn and Hawthorne, and these men have no opposition in the primaries in their districts. The men who have to go before the people for election this year all stood by the present civil service, excepting these two. They know the people are for good service and opposed to politics in municipal business. It is hardly likely that enough councilmen can be secured to put the resolution through next week to abolish civil service, as it takes two-thirds, but it is up to the people to get busy and register anyway to be able to vote should the proposition be put up to the citizens.
“They know the people are for good service and opposed to politics in municipal business.”
This 1909 fight over 'spoils' versus civil service highlights the perpetual tension in Tacoma governance between political patronage and professional administration, a debate that continues to evolve in modern municipal reform movements.
