The State Insurance Scandal

A legislative standoff ends as Governor Hay forces an investigation into the insurance commissioner’s office.

The story, cleaned up

A cleaned-up reading of the newspaper page: spelling and layout repaired, one story lifted off a crowded page. It follows the original closely but it is not a transcription. The original page is below; read it if a detail matters.

Determined and stubborn resistance by legislators who have all along objected to an investigation of the state insurance commissioner was whipped into line late yesterday by Governor Hay, and the scandal which has been a disgrace to the state for the past two years will now be cleared up. The Times believes that political enmity was principally responsible for the investigation. It is a case of war among politicians, and, as usual, while the politicians are fighting, the people learn of the inside workings. But sufficient ground for an investigation having been shown, we need not consider the motive which prompted the expose. Seldom is official crookedness revealed except when politicians are at outs. The defense made by Schively and his backers that his political enemies are making the charges is a flimsy excuse. The whole question to be considered is the truth or falsity of the charges and Mr. Schively must admit that an investigation is the best way to determine that point.

“Honest officials usually court an investigation. They don't attempt to dodge it or block it.”

Public oversight of state agencies remains a recurring civic challenge in Washington, where legislative battles over transparency often mirror this 1909 fight. Then, as now, the internal dysfunction of government bureaus provided the spark for larger debates about accountability.
