The Heron Street Debt

Aberdeen City Council debates how to handle unpaid improvement assessments in a legal quagmire.

The story, cleaned up

A cleaned-up reading of the newspaper page: spelling and layout repaired, one story lifted off a crowded page. It follows the original closely but it is not a transcription. The original page is below; read it if a detail matters.

The council met in regular session last evening, with Mayor Little in the chair. City Attorney McKinley reported he had been unable to make settlement with Mr. West regarding tax warrants. He further reported that the cost of collecting the balance due on special assessments for the Pine Street sidewalk and the alley in block 78 by re-assessment would about equal the amounts due. A discussion followed where councilman Hood contended that forcing the tax would set a bad precedent. The council eventually passed Ordinance No. 97 to establish a Local Improvement District for the planking of Heron Street, aiming to clear up previous legal irregularities in property assessments.

“Hood contending that it would set a bad precedent, and that if the people found they were not going to be forced to pay, these taxes would never be paid.”

This struggle over 'special assessments' and legal precedent in 1893 mirrors modern-day municipal battles over infrastructure funding, sidewalk maintenance, and property tax delinquencies that still occupy city halls in Washington.
