Colonel Haines Arrested Ahead of Olympia Court Martial

Governor Ferry orders Col. J.C. Haines under arrest; his regiment passes temporarily to Capt. Joseph Green of Seattle as the court martial convenes at the Olympia Hotel.

An order has been issued by Governor Ferry, placing Colonel J. C. Haines under arrest for the appearance before the court martial in this city November 5th. The command of his regiment will be turned over, temporarily, to Captain Joseph Green of Seattle. The court will probably be held in one of the parlors of the Olympia hotel.

In 1891, a colonel's arrest was front-page news in Olympia, a reminder that military discipline and public accountability were closely watched in a young state. Today, courts martial still handle serious misconduct, though the setting has moved from hotel parlors to military courtrooms.
