Parents Fined for Brutal Discipline

A Raymond couple faced police court after neighbors reported them for beating their three-year-old son with a broomstick and razor strop.

For cruelly beating their 3-year-old son with a razor strop and a broom-stick when trying to teach it the alphabet, Mr. and Mrs. H. L. Baselin were fined $50 each after a trial before Judge Elwood in the Police Court. Neighbors, who lived in adjoining flats, instigated the complaint against the parents. Mrs. Baselin's fine was remitted during good behavior, but Baselin must pay or go to jail.

This 1910 report highlights the role of neighbors in intervening against domestic abuse, a precursor to modern child protective services. While the methods of discipline have shifted in public discourse, the tension between parental authority and community intervention remains a sensitive civic issue.
